sctp is maintained in sync with third party using a shell script, while we have a full-fledged mechanic to vendor third party through mach vendor.
In addition to being standard, it also makes it easier to integrate and maintain patches.

As a side effect, remove a few source files that were still lying in the
source directory while being removed from upstream (as a result of
79ca9da9d33c82ce06bd9b4c7e1558536b569ec9).
