Sync web-platform-tests PR 38787 into mozilla-central (this bug is closed when the sync is complete).

It turned out that all the browsers serialize CSS values
in a different way, with none of them being as per spec.
So, the controversial test case has been moved to a separate test
file to fix interopt problem the easy way.
