If the pref "Hide the tab bar when only one tab is open" is unchecked. Then it
should not be possible to close the last tab, and come to a hidden tab bar.
I see two solutions:
1. If only one tab is opened -> hide all possebilities to close this last tab.
2. if the last tab is close, mozilla should create a new tab with a blank side.
