DESCRIPTION:  If an element at the beginning or end of a table cell has margins,
they disappear.  (I suspect perhaps you're trying to carry them out, but table
cells don't have margins.)

STEPS TO REPRODUCE:
 * load attached test case

ACTUAL RESULTS:
 * table border is close to the text

EXPECTED RESULTS:
 * table border should be separated from the text on both top and bottom by
three times the size of the text

DOES NOT WORK CORRECTLY ON:
 * Linux, apprunner, 1999-11-04-08-M11
 * Linux, viewer, 1999-10-04-08-M11

Tested on Windows and Mac. Same behavior. Changing platform to 'all'

Change OS to All too.  I removed the Platform from my Bugzilla query results,
because it shows PC for both Linux and Win*.  OS is more useful (so I added it
to my query results).

In the attachment, after making the window large enough to not wrap the text,
I'm seeing that the cell's block frame is reporting too small a max element
height to accomodate the margins of the <h1>. Units are twips where
15 twips = 1 point. Reassigning.

prioritize these and selectively move high-priority bugs into M13 and M14.

Works correctly on all platforms.
