There is a scrolling marquee between the "Welcome to the....." and "Election
Results....." which does not appear in the browser. If you drag the mouse over
the area you can then see the type for the banner but it is not moving.
Reproducible: Always
Steps to Reproduce:

Actual Results:
Nothing with the scrolling marquee - it's invisible.
Expected Results:
Should show the scrolling marquee across the page - red background with white type.

Reporter: Could you please download a recent nightly build from
<ftp://ftp.mozilla.org/pub/mozilla/nightly/>. Many things get changed over the
course of a month. Most likely this has already been fixed.
