bookmark list stays at bottom; makes adding bookmarks awkward

After scrolling to the bottom of the bookmark list to choose a bookmark, the
bookmark list will still be at the bottom the next time the menu is opened.
This makes adding a new bookmark VERY tough, because the only way to do so it
back at the top of the bookmark list, which means the user has to scroll back to
the top to add the bookmark.
It also makes it tough to use foldered bookmarks, because the user again has to
scroll back to the top of the bookmark list, which appears to penalize the user
for sorting their bookmarks.
Reproducible: Always
Steps to Reproduce:
1.Scroll to bottom of bookmark list and choose a bookmark there
2.Visit new page
3.Try to add a new bookmark
Actual Results:
Bookmark list comes up at the bottom of the bookmark list, forcing user to
scroll back to the top to add a bookmark or visit foldered bookmarks.
Expected Results:
Bookmark list starts again at the top of the bookmark list.
I can't see any really good reason to stay at the bottom. How often do people
go through their bookmarks one by one?
At the very least, please make this user configurable.
Alternative: keep the File/Bookmark/Manage bookmark menu items at the top at all
times, and only scroll the actual bookmark entries.
