1821716 - URL should leave 'focus' state when keyboard is dismissed

Accessing settings after dismissing search - Fixed in Bug 1810909 but solution is still kind of janky - if you scroll and don’t lift your finger, you remain in focused mode. You don’t actually exit focused mode until you lift your finger - should happen when you touch to the homepage.

In video, notice that the URL bar doesn't switch out of focus mode until the finger swipe ends.

Verified as fixed on the latest Fenix Nightly 115.0a1 from 6/2 with the following devices:

• Google Pixel 6 (Android 13),
• Samsung Galaxy Note 8 (Android 9), and
• Oppo Find X3 Lite (Android 11).
