Browser console shows the following error:
Missing resource in locale he: toolkit/branding/brandings.ftl 2
It seems that Bug 1822388 is the regressor rather than Bug 1709867.

:flod, since you are the author of the regressor, bug 1822388, could you take a look? Also, could you set the severity field?

This is not really a regression, it's how the system works if a Fluent file is missing (everything falls back to English).
The file was already added, but not in time for the next Nightly build. 20230316125715 is translated as usual.

Sorry, this is not fixed yet (turns out I looked at the wrong window).
I'll leave this bug open to make sure it's actually fixed in the next build (~8 hours). If not, it needs investigation.

The reason this is not fixed is that the last nightly build was canceled. I'm trying to understand if there will be one before the weekend, given this is pretty disrupting for users, even if it's Nightly.
