[Notes]:

• This issue is reproducible on all non "en-*" Firefox locales.

[Affected versions]:

• Firefox Nightly 113.0a1 - Build ID: 20230316125715

[Affected Platforms]:

• Windows 10 x64
• Windows 11 x64

[Prerequisites]:

• Have the latest Firefox Nightly 113.0a1 es-ES locale build installed.

[Steps to reproduce]:

1. Open the browser with the profile from the prerequisites.
2. Observe the browser language.

[Expected result]:

• The browser language is set to "Spanish" (es-ES).

[Actual result]:

• The browser language is set to English.

[Regression Window]:

• It seems that this issue is not reproducible with the Firefox Nightly 113.0a1 build from 03/15/2023. Considering this using the Mozregression tool I have managed to find the regression window:

I've tried to narrow the regression window further but this is as far as I got.

[Additional Notes]:

• I have observed that the "Missing resource in locale es-ES: toolkit/branding/brandings.ftl" warning is displayed in the "Browser Console".
• I've set the severity of this issue to S2 because I am concerned that this issue might affect Beta builds if left unattended.
