1823482 - Handle advertising ID opt outs on Fenix

When fetching the Google Advertising ID for a device that has opted out, we get a 0'd out string instead of their device Ad ID. For our pings, we want to treat this scenario as if we were unable to get any Ad ID.

This also effects the behavior of the activation ping, since it also sends the Ad ID.
