Similar to Bug 1823552, but this is for about:preferences.

Steps To Reproduce:

1. about:preferences#general
2. Click on Choose... button of Language section
3. Click on Select a language to add...
4. Try to scroll up/down the popup
5. Optionally mouse over it

Steps To Reproduce:

1. about:preferences#general
2. Scroll to Default Font section so that it is lower than the center of the viewport.
3. Click on select box button of Default Font section
4. Try to scroll up/down the popup
5. Optionally mouse over it

Actual Results:
The height of the popup suddenly change.
