In the avatar or hamburger menu for synced tabs, it's hard for users to know if their other devices are not syncing, or if their preferences has been set to disable tabs syncing.

Regardless we should have some message or UI to display that we're not actively syncing tabs -- the easiest thing is probably using the existing UI we have for the Synced Tabs sidebar.
