1824111 - Update group permission needed to view the groups using the `/rest/group` endpoint

In the context of https://github.com/mozilla/bugbug/pull/3376, I need to access the /rest/group endpoint to test an improvement to the spam detection model.

Previously in bug 1769541, this became accesable to the mozilla-employee-confidential group through the /rest/user endpoint. I think we could do the same for the /rest/group endpoint.
