I thought it was one of the most useful features in 1.2b to be able to disable
unsolicited popups on an individual bases.  Now it is missing from the menu and
the text on how to use has also been removed from the help file.  BRING IT BACK!

Steps to Reproduce:
1.Go to any site with popups
2. Look for it on the "tools" menu
3.

Actual Results:  
nothing

Expected Results:  
Included the popup manager
