 In Preferences | Mail & Newsgroups | Windows | Select the window layout you 
prefer for mail, selecting the layout setting doesn't take effect

Reproducible: Always

Steps to Reproduce:
1. Select Edit|Preferences
2. Select Mail & Newsgroups | Windows
3. Check one of the "Select the window layout you prefer for mail" radio buttons

Actual Results:  
nothing

Expected Results:  
change window layout ofcourse!

This alternate window layout setting used to have (in commercial branch) text in
the pref panel telling you the setting would take effect after restart.  The
pref has been moved in trunk builds and no text appears on the Window Settings
panel, nor is it specified in the UI spec on mozilla . 

The text was: "Note: for this setting to take effect, you will need to exit and
then restart Mail."

Unless we're going to have this option apply within session, we should probably
indicate again that this would be in effect after a restart.

I believe sspitzer was planning to make this work without having to restart. If 
this isn't so, i'll add the text back to the spec.

Altho the Mozilla 1.7 suite still has this problem, Seamonkey is using a 
dynamic layout similar to TB, and changes the layout immediately, as per 
comment 2:  bug 288366
