The (top-level site, embedded site) scope is going to be defined in the spec: https://github.com/privacycg/storage-access/pull/159

This is what Safari and Chrome are shipping, and from conversations with Ben it looks like Firefox is comfortable with this given the reduction to per-frame scope.
