When receiving messages with two or more attachments the atttachments list box
does not have scroll bars. Depending on how long the headers are, attachments
end up being hidden off the end of the list box.  At four attachments the scroll
bar appears but it does not correctly. Even when scrolled as far down as
possible it still only shows the top of the last attachment.  Changing to the
classic theme didnt help either.

This happens on both Linux and Windows, Windows version tested was 1.2 on Win2k
SP3.

Reproducible: Always

Steps to Reproduce:
1. Received mail message with attachments and little header info.
2. Attachments will be too long to fit in the small box.


Actual Results:  
The second attachment could hardly be seen because it was off the end of the box.

Expected Results:  
Make the header box have a minimum size that will show 3 or so attachments and
if there are more than that number put a scrollbar on the box that allows
scrolling to see the other attachments.

Happens on both Classic and Modern themes, Linux and Windows, Windows
screenshots were taken in 800x600 on Win2k SP3 Mozilla 1.2.  Linux screenshots
were taken in 1152x864 on self compiled Mozilla 1.3a.
