We've been attaching a python script to Widevine update bugs to generate the JSON for balrog and the fallback file. This should just be landed in m-c so it can be easily maintained.

This patch adds a script that is useful for generating the necessary
JSON for balrog/fallback for OpenH264 and Widevine plugin updates. We've
been attaching it to update bugs, but it is better tracked/maintained in
mozilla-central.
