Note: There's a followup issue here that suggests maybe PromiseRejectionEvent shouldn't be included; the resolution of that discussion seems to be the suggestion that eventually what needs to happen is the globals created for ShadowRealms need to inherit (indirectly) from EventTarget

This patch does not do that yet. If we land this, I will open a followup
bug for that to be done.
