Steps to reproduce:
Saving a bookmark or opening the downloads panel
Actual results:
The panels appeared much larger than the rest of the UI
Expected results:
They should've been smaller and scaled correctly with the rest of the user interface

I see Window Device Pixel Ratios: 1.7647058823529411 that is 175% zoom level.
Could you please check in Windows 11 Display Settings how Scale is set, and also if you click on the > arrow close the scale settings and click on Text Size, is it set to 100% or higher?

Hello, my text size was at 100%. I switched to 150% and then back to 100% and that seemed to have resolved the issue. Very odd. Thank you Marco for the help.

I suspect somehow Windows didn't correctly update the Registry and Firefox ended up reading some kind of stale value from UISettings... When you have set it back and forth, it has then updated the value.
It sounds like a Windows bug to me.
I'll call this WORKSFORME since the problem is solved and we rely on the OS provided information. If it should happen again feel free to reopen.
