I thought I had tested this and it worked. But I see this also in 113 daily.

Perhaps related to bug 1826721. Has it been complicated by bug 1824555?

In 102, clicking on the flame displays a notice in the message: "Thunderbird thinks this message is Junk Mail." The message does not get moved to a Junk folder. And when I close and reload the application, the message is no longer marked as Junk and is not in the Spam folder.

This is also the case for 113 daily. It will say "Daily thinks this message is Junk mail." The same functionality as described above occurs.

You can manually drag things into the Junk/Spam folder.

Thomas, this works for you with 113 beta?

(I think the configuation I tested with 113 daily was faulty - it would been configured to not move junk messages to the junk folder)

Yes works as expected. Thank you.
