The icon for the Keyboard Properties control panel is launched (via
INTERNAT.EXE) after the launch of the browser. This did not happen until the
browser displayed a dialog window to download the Japanese font after trying to
read a Japanese web page.
Reproducible: Always
Steps to Reproduce:
1. Go to any Japanese page without having the Japanese font installed.
2. Mozilla should display a dialog box. Download the Japanese font.
3. Close the browser and launch again.
Actual Results:
During the logo screen for Mozilla, the EN icon (English setting for the
keyboard properties) appears in the systray. This happened with only the
browser. The mail client was unaffected.
Expected Results:
Mozilla should not launch INTERNAT.EXE, the program that places the icon in the
systray.

I'm not sure if I understand your problem correct or not, but this behavior
sounds good for me:
If you have Japanese font/IME installed in the system, then the IME option icon
(EN for english and JP for Japanese ...etc.) will show up in the right buttom of
the windows status bar in order to let you pick up the IME.
