Steps to reproduce:

launch the browser

Actual results:

a lot of unused-unwanted tabs are opened

Expected results:

mistake related to restore the previous windows, the option "Open previous windows and tabs"

Could not reproduce the issue on Ubuntu 20.04 using FF build 111.0.1. Settings are correctly applied on checked/unchecked.

Empty profile is a new profile, and helps us know if the problem is not from an add-on added to Firefox.
