Tested on Nightly but may be affecting Release builds as well.

Neither of these settings is currently present except on nightly and early beta builds, because neither is ready to ship more broadly at this point. What tends to happen there is that Support hold off on the relevant pages until the features themselves are complete and ready to launch. Program Management will make sure that they get enabled at the correct time, but at the moment there isn't really anything to do here.
