1827274 - Show a button to direct the user to the selection page of the new migration wizard for file import if no browser migrators exist

Right now, if no browser / profile pairs can be found to import from, we show the NO_BROWSERS_FOUND page in the new migration wizard, and the user has no choice but to cancel out.

With bug 1821187 though, we're adding a password file import item, meaning that there will always be at least 1 thing that the user can choose from the browser/profile selector (which is really just a migration selector now).

The spec calls for a button to be added to the NO_BROWSERS_FOUND page that takes the user to the selection page to show the file importers. Note that the default-selected file import should not cause the native file picker to spawn immediately.
