+++ This bug was initially created as a clone of Bug #1826146 +++
For 1826146 that only really affects c-esr102 due to timezone handling changes, the timezones.json file is from late 2022. It should be updated to pick up some changes that affect scheduling like the above bug.
Bug 1826146 hacked timezones.json for the fix. A real update from tzdata is preferable to pick up other changes that are likely missing.
I had trouble running it against 2023c and didn't have time to fix it. Opening bug per Geoff so he can cuss at it for a few hours.
