"Pull to Refresh" has had a long half-life of back-and-forth concerns about stability. It's been enabled in Nightly since 2020 (by this pull request) under the umbrella of this Github ticket.
I'm not aware of any consolidated documentation of the feature. If you need more information, please let us know and we can summarize it more concretely for you.

More recently, though, we enabled PtR in Beta and now in Release as well.

From Fabi's comment, it seems like we have updated the content for this. Do you think anything is missing from the current version?
