The goal here is to make it so that when a user finishes going through this device migration flow, when they download Firefox onto their new device, it should understand that they're migrating from an old device and direct the user towards onboarding that optimizes for signing into a Firefox Account to begin migrating the user's data to the new machine.
Notably, however, macOS (and I believe also Linux) attribution codes currently do not work, so this will be a Windows-only capability for now.
This bug is for settling on the right attribution codes and setting up the short URL for getting the installer download.
