Example to reproduce the issue (set pref "dom.element.popover.enabled" to "true"): https://jsfiddle.net/ue74938a/
Expected: the popover appears after step 1 and disappears after step 2 (see "attribute change steps" at https://html.spec.whatwg.org/#the-popover-attribute).
Actually: the popover doesn't disappear after step 2.
