Sync web-platform-tests PR 39635 into mozilla-central (this bug is closed when the sync is complete).

Enabling this feature will make most composited clip path animations
animate on the compositor thread. Note, this change won't effect
animations with a positive delay, due to crbug.com/1429770.

crbug.com/1143407 shouldn't block this because the observational effect
of that issue is much smaller than the visual jitter of a main-thread
clip path animation.
