Details

When attempting to use the menus with accesskey (underlined character) they do
not fire.

1) Launch the browser
2) Use Alt-E to bring up the edit menu
3) Hit 'F' to fire the preferences menu item

Result: the Preferences menu item is selected
Expected: the menu should go away, and the Preferences window should be open
