1829402 - Grant mobile engineers ability to trigger cron nightly hook for staging-firefox-android

Rahul Sainani is working on a task that only runs in a nightly graph and would like to test the pipeline out before landing. The best way to do this is to trigger the cron nightly hook on staging-firefox-android.

Ideally we should grant this hook to a group, possibly the mobile_eng_ops or mobile_test_ops LDAP groups. Or a new mozillians group so that they can self-serve.

But I'm not too sure what the former two groups are intended for nor whether it would be appropriate for Rahul to request access to them. So initially I'll just grant to his LDAP directly and we can move to a group later on.

The immediate use case is solved, but I'll leave this bug open so we can put a group in here instead of individual LDAP accounts.
