As part of the ongoing work, we should convert dom/browser-element to ES modules.

I think there's no workers involved here, so there shouldn't be any blockers. There is a guide for the transition here.

The whole directory dom/browser-element will be removed within the scope of Bug 1770944, more precisely in Patch D155254.
