Sync web-platform-tests PR 39670 into mozilla-central (this bug is closed when the sync is complete).

This metric is to keep records of the time between Phone Hub connection established and completes processing PhoneStatusSnapshot response from phone, which is when user can see connected Phone Hub bubble.

Tested: manually verified the metric from chrome://histogram and the latency is usaully 0.5 seconds, which seems normal.
