folder cache not getting written out at shutdown

Details
Due to some of the shutdown work that Scottip, Alec, and I came up with, the
folder cache is not getting written out on shutdown. This accounts for all the 0
message counts. I'd like to check in my fix for m11, if possible. It's a very
simple fix, to write it out when nsMessengerBootstrap shuts down.
