On a busy server (wikipedia.org, sharereactor.com), I sometimes get "connection
was refused". I click OK, and the URL of the page I requested is in the URL box.
When I hit F5, it reloads the page I came from, or a blank page if this is a new
window.

Reproducible: Always

Steps to Reproduce:
1. Get "connection was refused"
2. Click "OK"
3. Hit F5
Actual Results:  
the old page reloads

Expected Results:  
reload the new page
this is basically the syndrome from bug 104778 / bug 103720
after "connection was refused" you _are_ on the old page, unless you have the
error pages enabled. that's bug 28586. that won't actually give you the right
URL, which is bug 157004. may as well call this a bug 28586 dupe...
