Since I need to build the submenu panel-item component, I'm going to break "Move Tab" and "Send Tab to Device" in the more/3-dot menu out to bug 1845333.

Based on a recent conversation with Anna, James and Katie about open tabs, we're going to keep these elements as links for reasons having to do with how they're styled in relation to recently closed tabs in the Recent Browsing section and because they are navigating a user to the open tab rather than opening a modal of some sort. Therefore we're not going to override the link right-click context menu so that we don't catch users by surprise with that deviation.

This patch will only have the first few menu items implemented for the 3dot menu, since the submenu panel items are still a WIP, plus adding the missing tooltip with url for the open tabs list items.
