Currently, if one sets a site to a noExecute CAPS for a certain window
operation, and a window.open operation is placed in a javascript context, the 
script will fail which may not be what one wants. With a no-op CAPS, one can
allow only that window operation (e.g open) to fail and the rest of the script
can continue
