Steps to reproduce:
- opened TB

Are you still seeing this?
Is account Oauth authentication?

Yes still, and not Oauth (114.0b4).
Still not working on 114.0b5. If I click somewhere other than Inbox then click Inbox again, the prompt does appear.

This also happens in 102?
No. Trying to open a message if not logged in on 102 produces the login prompt.

Let's get the situation described in more detail.
You have a primary password configured.
You have an email account configured.
Did you allow TB to remember the password for your incoming email server?
Is it POP or IMAP?
TB is stopped.
You start TB.
TB prompts you for a password.
Is my assumption correct that TB asks you for the primary password?
You say you cancel the primary password prompt, correct?
Does TB prompt you again, or only once?
Is TB set to offline?
(Menu, file, offline, is "work offline" checked, or not checked?)
If anything above is wrong, please attempt to provide a full explanation similar to my attempted summary.

You have a primary password configured.
No; I didn't set a primary PW.
You have an email account configured.
Yes.
Did you allow TB to remember the password for your incoming email server?
No - no saved PWs.
Is it POP or IMAP?
IMAP
TB is stopped.
You start TB.
TB prompts you for a password.
Is my assumption correct that TB asks you for the primary password?
No; it asks for my email PW.
You say you cancel the primary password prompt, correct?
Does TB prompt you again, or only once?
I cancel the email PW prompt and it doesn't prompt again if I click a message. The message opens as a blank tab.
It does prompt if I click another folder.
Is TB set to offline?
(Menu, file, offline, is "work offline" checked, or not checked?)
Online - 'Work offline' is not checked.
Bug mentions 'primary password' But there is no 'Primary Password' set up.
This seems to be all about a normal account password.
opened TB
clicked 'Cancel' at the login screen when server asks for normal password - but no password offered so no connection with server
clicked a message and blank tab opened.
Sounds like copies of fully downloaded emails are not stored in profile, only headers and as connection to server was Cancelled you are not going to be able to read emails. This is expected.
Problem:
If select another email within same folder there is no repeat password prompt. Hence not able to download and view emails.
The workaround:
Select another folder and it forces a connection to server, so requests password and if password correctly entered, connection to server occurs, download occurs and viewing of emails works.
I believe user is saying if you Cancel a server password prompt then any selection of any email in same folder should get the password prompt again as user may have cancelled in error or forgot that particular folder was not storing fully downloaded emails.
But if Account Settings > Synchronisation & Storage > Advanced... settings state you have settings to downloaded full copies then the password prompt would not be required whilst user is still viewing emails in same folder as if would be assumed they could read predownloaded emails and that was what the user wanted to do.

Yes, 'Primary Password' was added by someone. MyOP was titled 'When not logged in, there is no prompt for credentials when clicking a message.'

Yes, I only download headers.

Correct.

Correct. That is the behavior in TB <115.
But if Account Settings > Synchronisation & Storage > Advanced... settings state you have settings to downloaded full copies then the password prompt would not be required whilst user is still viewing emails in same folder as if would be assumed they could read predownloaded emails and that was what the user wanted to do.
Correct.

Probably the regression is in the IMAP code?
