1832940 - :hover for tabs in unified toolbar customize panel is almost invisible

STR:

1. open the unified toolbar customize panel
2. move the cursor over one of the tabs

Actual:

It's almost impossible to see the :hover effect. Please see the attached screenshot. Did you see that the the cursor is on the calendar tab? I can't see it as long as I don't move my face five centimeters in front of the display.

Expected:

More visible :hover effect.
