183305 - crashes when I Manage Bookmarks with a Personal Toolbar Folder link

If you left click and drag from a blank area on the Personal Toolbar in between
two icons, it will create a "Personal Toolb..." icon.  Then if you try to Manage
Bookmarks to delete it, it will crash the browser.  When you open the browser
again, the "Personal Toolb..." icon is gone.

Reproducible: Always

Steps to Reproduce:
1.  Left Click your mouse in an empty area on the Personal Toolbar.
2.  Drag it in between two existing links and let go  (should create a "Personal
Toolb..." icon)
3.  Go to Bookmarks -> Manage Bookmarks
Actual Results:  
Crashes when I select Manage Bookmarks

Expected Results:  
It should have opened my Bookmark Manager

When you get back into Mozilla, the Personal Toolb... icon is gone and
everything is back to working properly.
