Steps to reproduce:

open uniting application and login using Mobile and click on sign in button
It will move to OTP page
waiting for receiving OTP

Actual results:

OTP receiving Delay of 10 mins

Expected results:

OTP should receive within 5 seconds

Phabricator doesn't use OTP; this appears to be a bug from someone testing Bugzilla.
