1833904 - Revisit the 16x17 translations icon size

In Bug 1820249 I introduced a new translations icon that is 16x17, with a -1 margin to make it 16x16. :sfoster left the feedback:

I think I need to push back on this. We just went through a project to normalize all our icons to 16x16 and eliminate exactly this kind of exception. There was a recent discussion about potentially moving to a 20x20 grid for icons. If we need an exception, I'd rather see this drawn on 20x20 than have a single 16x17 icon. Can you check in with Crystal Wong or her manager Jane Wolf?

No one has come back complaining about this one, so I think we can live with it.

Also, to be clear, we did follow-up and have discussions about it, but they didn't really go anywhere.
