Steps to reproduce:
- Open Thunderbird
- Click on "Compose a Message"
- Click on "Tools" menu.
Actual results:
The "Tools" menu opens but seems empty, as can be seen in screenshot.
Expected results:
The "Tools" menu should list it's items.
