Steps to reproduce:
Open a news article and enable reader mode
Increase the zoom
Attempt to reset the zoom, either with the View -> Zoom menu or a keyboard shortcut
Actual results:
Nothing, the "Actual Size" item is disabled in the menu and the "Ctrl+0" shortcut doesn't work.
For PDFs weirdly the menu item is disabled, but the "Ctrl+0" shortcut still works
Expected results:
The zoom level should reset to 100%

I partially noticed this a while ago, but I assumed the change was intended. While debugging bug 1833494 I realized that these are regressions caused by bug 698873.

The Zoom In/Out menu options also don't get disabled in the UI when the zoom level is maxed out in Reader and PDF modes. I'm uncertain if that should be a separate bug, or fixed alongside this issue.

I've reproduced this issue in Nightly 121.0a1 and Firefox 119.0.1 on Windows10 x64.
Setting as NEW.
