Steps to reproduce:
Open any page that has a vertical scroll bar.
On Windows 10 latest update
Actual results:
Scroll bar is empty - no position indicator.
Move mouse pointer onto scroll bar, marker appears sometimes.
Expected results:
page position marker should show on scroll bar constantly

The Bugbug bot thinks this bug should belong to the 'Core::Panning and Zooming' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Perhaps you're noticing the new overlay scrollbar behaviour? This can be disabled by going to about:config and setting widget.windows.overlay-scrollbars.enabled to false.
