When a bug is marked as a duplicate, an empty "comment.create" event is sent for each of the two affected bugs prior to the event indicating that it's been marked as a duplicate.
If the comment event contained the text you see on the bug about the bug being marked as a duplicate then this would make sense. Sending an empty comment seems weird without any flags in the event to explain why.
