Symptoms:
- Empty content area or empty page whereas a button to download pdf is expected.
- No prompt to download pdf
- Impossible to view pdf if it's within <embed> tag.
Notes:
This applies to users with PDF.js disabled, for example enterprise desktop users.

This is no longer true since we enabled the PDF viewer on Android.

Thanks for the update, Marco. Just to confirm, bug1655525 is now for desktop only (for users with PDF.js disabled, i.e. enterprise)?

Let's clsoe this as a duplicate of bug 1655525 - we don't need to have two bug reports for the same thing.
