1835653 - Ensure that syncing from RemoteSettings is being done regularly for translations files

I don't think the syncing happens automatically, so we need a strategy for manually kicking off the sync event. Perhaps that's just on the load of the browser, or after some kind of interval. It would be good to audit how others are doing it.

I investigated this, and it seems to be working fine. Locally I was still on the dev server, which is why it wasn't updating. I wrote some more tests around this.
