Testing with Mozilla 1.3 trunk 2002120408, Windows 98.
The problem is that the :link:active color is not inherited by an inline element
like cite, even when the element's color is set to "inherit." Will post
testcase, which is just a small HTML file.

it is inherited, when it's set. The problem is that it's not set. :-)
